United States · new federal proposal service
Federal proposals, built around the solicitation.
Bring a specific solicitation. We help map the instructions and evaluation factors, identify evidence gaps and develop the response with you. This is a new US practice, delivered remotely from the United Kingdom.
We work remotely from the United Kingdom. Meeting times and delivery dates are agreed around your time zone.
What it is
A disciplined review of the opportunity in front of you
Federal proposal work starts with the actual solicitation and its attachments. We separate submission instructions, eligibility gates, technical requirements, evaluation factors and pricing information before drafting.
Our automated federal opportunity coverage is not currently available. You can still enquire about a specific public solicitation for a scoped review. We confirm whether its requirements and access conditions can be supported before accepting work.
Plain-English glossary
- Solicitation
- The buyer’s request and supporting documents describing the work, response instructions and evaluation process.
- Sections L and M
- Where a solicitation uses these headings, Section L sets out instructions to offerors and Section M describes evaluation factors. The actual pack controls.
- Set-aside
- A restriction that may limit who can compete. The exact programme, status and evidence requirements need checking for the notice.
Who it is for
For businesses with something real to offer
A company with a specific solicitation
You need to decide whether the requirements fit before investing in a complete proposal.
An existing bidder needing writing capacity
Your team supplies the delivery approach and evidence; we support the structure, drafting and review.
A business preparing its evidence
You need to understand which registrations, size or status requirements, past performance and other facts must be confirmed.
What we actually do
Read it properly. Decide. Then write.
A clear decision comes before a writing commitment. Each paid scope starts with the actual notice and the evidence your company can provide.
- 1
Establish the source pack
Read the notice, documents and available amendments. Confirm what is present, what is missing and which deadline applies.
- 2
Check the federal gates first
Review the notice’s registration, size-standard, set-aside, certification and experience conditions against your evidence. An unknown status remains unknown; it is not treated as a pass.
- 3
Make the bid decision
Compare the requirements with your company’s evidence, delivery capacity and commercial position. Explain the case for proceeding, pausing or declining.
- 4
Build and review the response
If writing is agreed, develop the response against the questions and scoring criteria. Review factual accuracy and gaps with you before final approval.
- 5
Agree the handover
Set review dates, an internal submission target and the person responsible for uploading the approved files. Check the final pack against the instructions.
What you receive
A decision you can use, and a response you can stand behind
The written proposal states which deliverables are included. A standalone review does not commit you to full bid writing.
A written bid/no-bid view
The reasons to proceed, the reasons for caution and the conditions that need resolving before a decision.
A source-referenced requirement matrix
Instructions, eligibility gates, scored questions, attachments and submission rules tied back to the source pack.
An evidence and responsibility plan
What the response needs to prove, what you can already support and who will supply the missing information.
Response files within the agreed scope
For writing engagements: structured drafts, review comments, final approved files and a clear handover or submission plan.
What it costs
Choose the amount of support you need
Start with discovery, bring one opportunity for a paid review, or discuss a complete response. Fees, capacity and timing are agreed before work begins.

We cannot guarantee an award or a buyer’s score.
We do not invent registrations, certifications, experience, staff or evidence.

A worked example you can inspect
A real public notice, a clearly fictional bidder and a sample response. No client result or submitted bid is implied.
Illustrative worked example · not client work
FAA janitorial set-aside on Cape Cod
A lowest-price technically-acceptable small business set-aside for one 5,100 sq ft building. Under LPTA the price gets you looked at and the paperwork keeps you in; we show both.
Public notice reviewed 2026-09-12. It may no longer be open.

Before you get in touch
Can you find every relevant SAM.gov opportunity?
No. Automated federal matching is currently unavailable, and we do not claim comprehensive national coverage. Send a specific official notice for an enquiry about review support.
Where is the work performed?
The practice is UK-based and supports US companies remotely. Meetings, document access and delivery dates are agreed for the engagement; we do not imply a US office or local staff.
Do you have a US award track record?
Our US contract-writing practice is new. The worked examples demonstrate the method using public notices and fictional bidders; they are not client projects or submitted bids.
Do you work on a success fee?
We do not charge success or contingent fees on federal work. The written quote covers the agreed professional work, not an award outcome.
