United States · state and local contracts
Make sense of the RFP. Make the response count.
Support for state, county, city and school-district bids: read the buyer’s requirements, check the evidence and produce a response shaped around the actual evaluation. A new US service delivered remotely from the UK.
We work remotely from the United Kingdom. Meeting times and delivery dates are agreed around your time zone.
What it is
Local buyers. Specific rules. One clear response plan.
State and local opportunities come through different agencies and portals. An RFP, invitation for bids or request for quotations can place very different demands on your response. We read the particular buyer’s pack rather than assuming a standard process.
We can scope support around a public notice you supply. Current automated US state/local discovery is limited; it is not a search of every state, county, city or school district.
Plain-English glossary
- RFP
- Request for proposals: a buyer’s request for a response explaining the proposed solution, experience and price, in its specified format.
- IFB / RFQ
- Invitation for bids or request for quotations. The required response and award basis must be read from the individual notice.
- Apparent low bidder
- A published bidding position that is different from a confirmed award. It does not, by itself, explain why any business won or lost.
Who it is for
For businesses with something real to offer
A local supplier with a live RFP
You know the work and need a clear path through the forms, narrative, pricing and supporting documents.
A business reviewing a previous bid
You have your submitted response and published or buyer-supplied feedback to review. We distinguish evidence from speculation.
A team bidding across several buyers
You need repeatable evidence and response structure while respecting each agency’s individual requirements.
What we actually do
Read it properly. Decide. Then write.
A clear decision comes before a writing commitment. Each paid scope starts with the actual notice and the evidence your company can provide.
- 1
Establish the source pack
Read the notice, documents and available amendments. Confirm what is present, what is missing and which deadline applies.
- 2
Follow this buyer’s rules
Map the required forms, licences, insurance, references, local or programme conditions and evaluation factors. Confirm the time zone, deadline and submission method from the source.
- 3
Make the bid decision
Compare the requirements with your company’s evidence, delivery capacity and commercial position. Explain the case for proceeding, pausing or declining.
- 4
Build and review the response
If writing is agreed, develop the response against the questions and scoring criteria. Review factual accuracy and gaps with you before final approval.
- 5
Agree the handover
Set review dates, an internal submission target and the person responsible for uploading the approved files. Check the final pack against the instructions.
What you receive
A decision you can use, and a response you can stand behind
The written proposal states which deliverables are included. A standalone review does not commit you to full bid writing.
A written bid/no-bid view
The reasons to proceed, the reasons for caution and the conditions that need resolving before a decision.
A source-referenced requirement matrix
Instructions, eligibility gates, scored questions, attachments and submission rules tied back to the source pack.
An evidence and responsibility plan
What the response needs to prove, what you can already support and who will supply the missing information.
Response files within the agreed scope
For writing engagements: structured drafts, review comments, final approved files and a clear handover or submission plan.
What it costs
Choose the amount of support you need
Start with discovery, bring one opportunity for a paid review, or discuss a complete response. Fees, capacity and timing are agreed before work begins.

What we do not do
Clear boundaries, from the start
We cannot guarantee an award or a buyer’s score.
We do not invent registrations, certifications, experience, staff or evidence.
Your commercial pricing and the decision to bid remain yours.
We do not provide procurement-dispute or legal advice.
We do not submit in your name without an agreed, authorised process.

Before you get in touch
Can you explain why we lost our last bid?
Only to the extent the evidence supports it. We can review your response, published results and actual buyer feedback. An apparent-low position or a bid tabulation is not a proven loss reason.
Does the free scan cover every state and city?
No. Automated state/local matching uses supported TxDOT proposal data in Texas; other areas receive manual follow-up. You can send a separate public opportunity link for a review enquiry.
Can you work from our agency’s portal?
Start by sharing the public notice link. We agree how to obtain the relevant documents and confirm whether the scope can be supported before accepting the work.
Are you based in the United States?
No. YMEQUITY LTD is UK-registered and the work is delivered remotely from the United Kingdom. This US practice is new; timing and responsibilities are agreed with you.
